In
the summer of 2003 the Mansfield Police Department started its first
Crisis Negotiation Team to support the expansion of one of the fastest
growing cities in Texas. The purpose of the Crisis Negotiation Team
(CNT) is the preservation of human life and to seek out a peaceful
resolution to critical incidents involving hostage and/or crisis situations
through communication and negotiation. In addition to the CNT, the
team members have additional responsibilities within the Department.
The team members are: Supervisor Sergeant Daniel Sherwin (Patrol Supervisor),
Officer Brian Bledsoe (Patrol), Officer Brandi Howard (Patrol), Officer
Jaime Jackson (Patrol & FTO) and Officer Curtis Phillip (Community
Relations).
Each member has successfully completed training through the Texas
Association of Hostage Negotiators, Basic Negotiations Course. Officers
received training in the areas of responsibilities of each team position,
coordination of information between team members and administrative
personnel, negotiation techniques, mental aspects of crisis situations,
stages of crisis situations and the resolution of those situations.
Every January the Team travels to Texas State University in San Marcos
to receive advanced hostage negotiation training. The Team also competes
in crisis scenarios against other teams from around the world. In
2004, the CNT received ninth place in their first competition. Since
its inception the Team has received training quarterly as well as
other seminars, schools and cooperative training with the Mansfield
Police SWAT Team. All of the Negotiators are members of the Texas
Association of Hostage Negotiators and received the "Team of
the Year Award" in 2006 for the State of Texas. Sergeant Sherwin
received the Negotiator of the Year Award in 2006 for the State of
Texas. All of the negotiators are also members of the National Tactical
Officers Association, CNT Section.
